The St. Cloud VA Health Care System (VAHCS) is recruiting for one (1) full-time Supervisory Diagnostic Radiologic Technologist for the Diagnostic Imaging department to serve as the supervisor of Imaging Section of the Diagnostic Integrated Community of Care (ICC). The incumbent will provide full staff assistance to the Diagnostics ICC Director regarding Imaging Section administrative matters affecting patient care, education, and organizational policy. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d). Grade Determinations: GS-11 Supervisory Diagnostic Radiologic Technologist Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director, or an assistant chief radiologic technologist. (e) Supervisory Diagnostic Radiologic Technologist. The incumbent functions as section supervisor for a group of advanced DRTs at the GS-10 level and below, which may include support staff. The incumbent evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. The incumbent develops and maintains protocol manuals for procedures performed in the section. The incumbent is responsible for implementation and adherence to all safety practices and policies for the section. The incumbent directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. The candidate must demonstrate all of the following technical KSAs: i. Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. ii. Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity. iii. Skill in problem solving and conflict resolution. iv. Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound). v. Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions. vi. Skill in participating in organizational facility initiatives, workgroups, and/or committees. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers and books. ["The incumbent is responsible for daily operation, personnel management, budget, financial management, procurement and contracting, long-range planning, property management, and supplies of the Imaging Section. The incumbent keeps abreast of both national and VISN initiatives and participates in Imaging Section and Diagnostics ICC workgroups and/or committees that further Veterans Health Care Services. The incumbent assists with the planning of construction projects, logistics, tactical and strategic plans. Duties include, but are not limited to: Coordinates the flow of patients through the Imaging Section by efficient assignment of work and maximum utilization of staff and imaging equipment. Expedites the examinations of acutely ill patients by communicating and working with imaging staff, nursing, providers and radiologists. Works with other services to meet facility imaging needs. Supervises personnel in the various imaging areas (GS 6 - 10) to include General Radiology, CT, Ultrasound, Fluoroscopy and MRI along with the imaging section MSA supervisor. The employee will conduct regular monitoring of scheduling activity for assigned staff to ensure scheduling activity is conducted based on established scheduling policy and procedures, including the informational letter from the Chief Consultant for Diagnostics ICC. This includes, but is not limited to, application of scheduling priority guidelines, adherence to clinic profiles, consult management, designation of desired appointment date, documentation of clinic cancellations and no-show activity. Is responsible for oversight of PACS administrator. Coordinates shift coverage and room rotations to ensure coverage and cross training. Coordinates repair of diagnostic equipment with Facilities Management and/or outside manufacturers. Uses advanced knowledge of concepts, principles and methodology of an Imaging Section to assess program effectiveness and provide authoritative guidance for operations, personnel and management. Utilizes information to plan and execute short and long range programs. Evaluates and implements the use of new methodologies and instrumentation. Writes and updates standard operating procedures. Is responsible for designing, developing, establishing and participating in quality assurance programs. Acts as a consultant to the Chief of Staff and Chief of the Diagnostics ICC regarding implementation of programs/policies. Prepares funding and staffing requests to appropriate committees. The incumbent is Imaging Section Contracting Officer Representative (COR) and performs contract authorization within delegated authority and provides technical expertise, both before and after contract award. The incumbent is responsible for developing the statement of work, pre-solicitation paperwork and monitoring contract compliance. Acts as a SCVAHCS representative within the VISN 23 Imaging Section Line and attends monthly conference calls and VISN 23 Imaging Section business planning and strategy meetings. Responsible for service preparation for external reviews which include Joint Commission, OIG, NHPP, SOARS, etc., which includes updating and revising appropriate policies, and assuring that departmental records are accurate and maintained appropriately. The incumbent is responsible for working with ADPAC in building and maintaining clinics within the Imaging Section. The incumbent must follow the clinic build process. The clinic build process includes completing a Change Request form, approval of form from Service Chief and DSS Program Analyst, create a clinic profile, exclude/include pre-appointment letters, setup a print device, exclude/include for Recall Reminder letters and activate the provider for Recall Reminder, assign a clinic group for reports, assign an encounter form or contact DSS, Exclude/Include Audiocare, maintain spreadsheets, and send VistA communication to notify of new clinics. Manages significant resources including equipment, supplies, personnel, space, and budget; analyzes budget expenditures; identifies workload trends; prepares and monitors budget and control expenditures; approves expenditures on all recurring and non-recurring items; determines staffing needs and projections; and prepares funding and staffing requests to the appropriate committees. Develops and serves as the approving official for position descriptions, performance standards and competency programs. Conducts annual performance ratings and evaluations. Identifies training needs of employees.
